Provides one time financial assistance for emergency needs such as utility bills to prevent shut off,
house payments to prevent foreclosure, rent assistance to prevent eviction and emergency medical
needs. Requests for assistance are evaluated on a case by case basis. Also administers The Heat
and Warmth Fund (THAW) which provides assistance with heat, electric and water bills.
