  • Offers a variety of programs. Low Income Self-Sufficiency Plan (LSP). LSP is a low, affordable payment plan based on income. Budget plan: Customer makes equal monthly utility payments. Case management helps low income customers reduce their unpaid balances by providing a personal payment plan, agency referrals and follow up. Winter protection plan provides shut off protection during the winter period from December 1 through March 31. Medical emergencies plan postpones a shut off for up to 21 days due to a medical emergency. Non-English speaking customers can call the language line at (800) 874-9426 for verbal or written translations and information.
