Utility Assistance

  • Offers a variety of programs: CARE Program: Two-year payment plan that provides monthly bill credits, payment rewards and catch-up assistance. Budget Plan: Customer makes equal monthly utility payments. Winter Protection: Protects low-income customers and seniors from service shut-off and high payments from December through March. Medical Emergency Protection: Customers with a temporary medical emergency are protected from service shut off for nonpayment of utility bills for up to 21 days. Peoplecare: Consumer energy customers and employees contribute money to assist people with emergency needs. The program is administered through local Salvation Army offices. Also offers a variety of Appliance Service Plans. Low income discount: Electric: $7 and Gas: $11.50.
  • Eligibility varies according to program. CARE Program: Must be a US citizen age 18 or older, whose income is at or below 150% of the federal poverty level. Budget Plan: None. Winter Protection Plan: Must be age 65 or older or receive assistance from the Department of Human Services or meet income guidelines. Medical Emergency Protection: Must provide written documentation of a medical emergency from a doctor. Peoplecare Program: Must be low income and have an emergency need. Call local Salvation Army.
